Using Halqa means agreeing to these. They are written to be read, not to be survived.

Age, and what verification means.

13 and over
You must be at least 13 to hold a Halqa account.
Under 18
You need your guardian's consent, and your account runs in protected teen mode — companionship and matrimony features are switched off entirely.
18+ only
Rishta and companionship. Both sides must be over 18 and ID-verified, with a named guardian each.
One person, one profile
Your first profile is asked for nothing at all. If a second profile appears to belong to the same person, it must show a government ID before it can post, message, offer or appear anywhere — and the first profile is told a second exists.
Verification
Every account is verified by a one-time code to a telephone number. Giving false identity information, or using somebody else's, ends the account.

It is yours, and it is your responsibility.

Keep your telephone and your one-time codes to yourself. Anything done from your account is treated as done by you. Tell us at once if you think somebody else has got into it.

What you owe
Accurate information about yourself, your shop and anything you offer. Prices you honour. Times you keep.
Your Halqa code
Your personal code is not your address and not your telephone number, and it opens nothing you have not already made visible. You may change it at any time.
Closing it
You may close your account whenever you like. Content you have taken down goes with it, apart from anything the law requires be kept.

The short list, and it is enforced.

Refused everywhere Halqa opens
  • Sexual services or solicitation of any kind; dating.
  • Narcotics in any form, under any name.
  • Weapons; gambling and betting; anything else unlawful.
  • Alcohol and pork where the country's law or custom forbids it.
Never posted, anywhere
  • Anything sexual. No exceptions, no artistic defence, and nothing involving a child under any framing whatsoever.
  • Another person's address, telephone number, ID, licence or number plate.
  • A photograph of somebody else's child without that parent's permission.
  • Naming and shaming; sectarian, ethnic or political abuse.
  • Anything designed to deceive — a fake offer, a fake shop, an invented review.

Halqa checks this at every door where you can type something, not only in search. Ten blocked attempts and the account is blocked.

Halqa is not a party to your deal.

When you hire a plumber or buy a phone from a neighbour, the agreement is between the two of you. Halqa introduces you, shows both sides what was agreed, and keeps a record you can point at — but it does not sell the thing, does not deliver it, and does not hold the money.

Commission
None, on anything.No cut of an order, a fare, a rent or a sale. No listing fee. No charge for being found.
Payment
Directly between you and the other person, by whatever means you both agree. Halqa holds no money at any point.
Price
What was agreed is what is owed. A fare agreed before a trip is not a meter and does not surge.
Disputes
Talk first — most of it is a misunderstanding about a time or a price. If it does not resolve, report it and Halqa will look at the record of what was agreed. Halqa cannot compel payment or refund it.
Advance fees
Halqa will not carry a request for an advance fee, and you should treat anybody asking for one off-platform as a fraud.
More than one business
One activity profile — your shop, your taxi, your plumbing — is free. Running several may require a paid plan in future; a man with one shop should never pay.

It stays yours. Halqa only shows it.

You keep everything you write, photograph and offer. By posting it you allow Halqa to store it and show it to exactly the people you chose to show it to, so that the app can work. Nothing is sold, nothing is used to train anything, and nothing is shown to an advertiser — there are no advertisers.

Reach
Files attached to a post are readable by exactly the circles that post reached, and no wider.
Taking it down
Take a post down and its pictures and documents go with it.
Video
Not carried. A decision, not a gap — video turns a colony feed into a television, and turns the cost of being on Halqa into a data bundle a family cannot afford.
Links
Link shorteners are refused. Halqa always shows the real domain a link goes to.

A ladder, not a mood.

Reporting
Any member can report a person, a post, a shop or an offer. Reports are reviewed within 72 hours.
The ladder
Three or more upheld complaints from different members start it: 2 days → 7 days → 30 days → permanent block.
False alarms
Raising a colony alarm that ten neighbours confirm was false costs 40 standing points and a long ban. A false alarm you admit to yourself costs nothing.
Standing
Points for finished work, points lost for upheld complaints. They cannot be bought and old points fade.
Appeal
Reply to the notice you were sent. A human reads it.

Carrying a passenger has papers.

Registered once
Full name as on your ID, ID or CNIC number, date of birth, telephone, licence number and expiry, plate, registration, permit and insurance.
Cannot be edited
These are written once and kept. Changing one is a request a human at Halqa approves — not a field you edit.
Permits
Where a country requires a passenger permit, Halqa will not approve a driver without it.
Sealed until hire
A driver's licence number, ID number and PIN appear to a passenger the moment the ride is hired — not before.

What Halqa can and cannot promise.

Halqa is provided as it is. It connects neighbours; it does not guarantee that a tradesman will do good work, that a seller's description is true, or that a person is who they say they are beyond the verification described in the privacy policy. Use the same judgement you would use on your own street.

Emergencies
Halqa cannot dial emergency services for you.An alarm reaches the people you chose. In a real emergency, telephone the emergency number yourself.
Availability
The service may be interrupted for maintenance or for reasons outside our control.
Changes
If these terms change in a way that matters, you will be told inside the app before the change takes effect, not by a silent edit.
Law
These terms are governed by the law of Pakistan. The registered company details will be added here before launch.
